Well said Raven. We can only conjecture about whether God had other plans concerning Judas' replacement, but it is clear that Paul would not have met the criteria for Judas' replacement according to Acts 1:20-26, even if he had been converted at the time, and was with the disciples, which he wasn't.

Being the apostle to the Gentiles obviously did not require someone who was with Jesus throughout His ministry as described in Acts 1, otherwise Paul would not have been chosen for that role.
